I don't know if it's a scam but what is very weird to me is that the message has different font sizes within the same word.
look at the word probably - the p is in a bigger font - looks like the a is too. The 1st o in promote is bigger too.
I don't know if that is just the cutting and pasting but as soon as I saw it something looked strange - took me a minute to figure out what.

The simplest answer with any cold call, or unrequested message or email: It's always bullshit, and the best you can hope for is that they'll do nothing and nothing useful will happen. Or they might have farms of bot-listeners, who show up as bots to Spotify and get you taken down. In this case, the least you can expect is that they have a very loose definition of the word "radio".

I get these whenever i post things, yet I hardly get any actual listens. They are just bots

Those both sounded bad so after a little cry I deleted the message. People should be kinder.

To be honest, I'm struggling to find anything in the message to make think that it was anything but a scam.

I’ve had several of these. They’re surely scams, as often the sender account is deleted a few days later, presumably by Soundcloud after complaints.
Last time I checked, Soundcloud was 27.4% people who upload music and 72.6% parasites.
There are a lot of promoters on sound cloud who claim to be able to give your sound cloud channel exposure and hits with boasts of being able to cover the regions that will find your music most popular. They usually have an account avatar of a pretty girl with the hoping of appealing to a male audience. Its always a block and delete with these spammers.
There are proper organisations that can do this type of work but it will always involve fees. Nothing in this world is for free.
