Well, thinking to be helpful, I posted one. Now it's gone and I get this boiler plate

We provide a free advertising platform. In return we ask that users provide good quality adverts, and don’t delete content, including prices. It’s the content which ensures that theFretBoard is highly rated in google searches, which helps potential buyers find your ad, and also brings new people to the forum. For that to work you have to put a full description and pictures in your thread. 

As it says in the Classified rules “If you advertise on here, post the details on here. Posts that are little more than links to eBay (etc) will be deleted”

Do I guess that the use here is different to the universal norm of "Please See Attached"?
Well there you go, not allowed. Apparently its free advertising for the other site, which I suppose it is in a way.

Universal norm? Not in this universe chum, try the one next door. 

There are two common uses for "PSA" and "please see attached" isn't either of them. In fact I had never even heard of it until now. 

Normal uses for "PSA"

1: Public Service Announcement. (Originally American usage but now universal.)
2: Prostate Specific Antigen (universal)
